How to remember it

A bowl of noodles with a loop of noodle escaping the side — "nu" for noodles.

ぬ takes two strokes: a short vertical-ish stroke on the left, then a long stroke that crosses it, loops at the bottom right and closes.

The loop is everything. ぬ and め are near-identical apart from that closed loop — め has none. If your loop is sloppy, readers will guess from context, which is exactly what you don’t want when your handwriting is being marked.
